Maybe it makes sense to look at the [http://www.fileformat.info/info/unicode/category/index.htm character categories].

Clearly the operators cannot include identifier characters. And the latter can consist, as far as I understand, from categories L (letter), M (mark), N (number), Pc (punctuation connector). Now the operators cannot include categories C (other) and Z (separator) since they are not printable. The remaining characters can be used to form the operators.

For example, ⁀ (CHARACTER TIE) can be a good operator which belongs to Pc. And do you think C (other), for example Cf (Other, Format), can not be part of an operator? A standalone Cf character is indeed not printable, but it actually takes effect on the style of other characters. So I think some Cf characters can be allowed as part of an operator.
